This verse comes just before Moses begins confronting Pharaoh to demand the release of the Israelites from slavery. God is preparing Moses for what will become the famous ten plagues, explaining that Pharaoh's resistance is part of God's larger plan. The hardening of Pharaoh's heart would lead to increasingly dramatic displays of God's power that would ultimately free His people and demonstrate His supremacy over Egyptian gods.
