Moses spoke these words to the Israelites just before they entered the Promised Land, after 40 years in the wilderness. This was part of his final speech where he renewed God's covenant with the new generation and laid out the consequences of obedience versus disobedience to God's laws. The choice between life and death referred to following God's ways (which would bring prosperity in the land) or turning to idolatry (which would lead to exile and destruction).
