This prophecy was given during the joint military campaign of Israel, Judah, and Edom against Moab around 850 BC. The prophet Elisha delivered this message after the allied armies were miraculously provided with water in the desert. Such complete destruction of infrastructure was a common ancient warfare tactic designed to cripple an enemy's ability to recover economically.
