This refers to Jehoiachin, the former king of Judah who had been imprisoned in Babylon for 37 years. When Evil-merodach became king of Babylon around 562 BC, he released Jehoiachin from prison and gave him a place of honor. This daily allowance represented both mercy and the complete dependence of the exiled Jewish king on Babylonian generosity.
