This is part of King Jehoshaphat's prayer when a coalition of enemies threatened Judah around 853 BC. He's reminding God that when Israel came out of Egypt centuries earlier, God had commanded them not to attack these particular nations (Deuteronomy 2:4-19) because they were distant relatives through Lot and Esau. Now these same protected peoples were turning against God's people.
