For if ye turn again unto the LORD, your brethren and your children shall find compassion before them that lead them captive, so that they shall come again into this land: for the LORD your God is gracious and merciful, and will not turn away his face from you, if ye return unto him.
During the reign of King Hezekiah in Judah, the nation was recovering from years of idolatry and division, as the northern kingdom of Israel had already fallen to the Assyrian empire, leading many into captivity. Hezekiah sought to unite the people by reinstating the Passover celebration and inviting the scattered tribes to return to worship God in Jerusalem. This verse is part of his message of repentance, assuring the people that God would show mercy to their captive relatives if they turned back to Him.
