This took place during King Hezekiah's religious revival around 715 BC, when he invited all of Israel and Judah to come to Jerusalem for Passover and the Feast of Unleavened Bread. Because many people couldn't make it to the normal time in the first month due to ritual uncleanness and lack of preparation, they celebrated it in the second month as allowed by Jewish law.
