This verse comes from the account of King Ahaz's reign in Judah, when Israel (the northern kingdom) had defeated Judah in battle and taken many captives. The prophet Oded had confronted the Israelite army, urging them to release their fellow Israelites whom they had captured, since God's anger was already upon Judah. The soldiers were responding to this prophetic rebuke and the pressure from their own leaders.
