This refers to Jehoram, king of Israel, son of the notoriously wicked King Ahab and Queen Jezebel. Ahab and Jezebel had promoted Baal worship throughout Israel, even building temples and setting up images to this false god. Though Jehoram continued in sin, he at least removed some of the most obvious symbols of idol worship that his parents had established.
