This occurs after the prophet had disguised himself with ashes to deliver a parable to King Ahab about letting Ben-hadad, the Syrian king, escape. The prophet had been acting out a story about a soldier who let a prisoner escape, using this disguise to get close to the king. When the lesson was complete, he revealed himself as a prophet to deliver God's judgment.
