This verse comes from Solomon's prayer at the dedication of the first temple in Jerusalem, around 950 BC. After seven years of construction, Solomon had completed the magnificent temple that his father David had dreamed of building. This was a momentous occasion for Israel, as they now had a permanent, central place of worship to replace the portable tabernacle they had used since Moses' time.
